Idea and approach

The most horizon-aware view, and the one furthest down the dependency chain: it depends on the Ranker and, through it, on the whole engine.

It takes the current squad, the Ranker's projections across the horizon, and the budget and free-transfer constraints, then evaluates every candidate out-and-in swap for its change in projected horizon score. Moves are ranked by gain per cost, with the four-point hit for an extra transfer modelled rather than ignored — the question being whether a move pays for its own hit across the horizon, not just in the week it is made. Triple Captain candidates are picked on the same expected-points basis the Dashboard uses for captaincy.
